Carrier shall recover the cost of the outlay of charges 
assessed by an outside entity, namely Pass-Through Charges.
Carrier is entitled to receive compensation for services 
provided, including a fee for the advance payment of charges
on behalf of its customer.
 
When advance payment of charges are paid to cover 
pass-through charges, a fee of 8% of the advance payment,
subject to a minimum advance payment charge of $25.00,
shall apply.
