moving under TRIs subject to this Rule shall be of a
wholly proprietary nature and shall not be resold or 
otherwise commercially distributed at destination.
 
2. Unless otherwise provided, rates are subject to Tariff 
Rules and Regulations and are also subject to rate 
increases, surcharges or war risk compensation charges 
which may be applied during the period of these special 
rates are in effect.
