Except as otherwise provided, all shipments originating from
Houston, Tampa and San Juan, destined to Argentina, Brazil,
Colombia, Costa Rica, Dominican Republic, Guatemala,
Honduras, Mexico, Netherlands Antilles, Panama, Paraguay,
Uruguay and Venezuela shall be subject a Bunker Surcharge
of 10%.
