A.When through rates are specified from a non-loading port in individual line items, then the non-loading port arbitraries do not apply. B.When through rates are specified to an outport in individual line items, then the outport arbitraries do not apply. C.Outport or non-loading port rates are to be added to the lowest applicable base port or loading port rate. D.Except when noted "regardless of rate basis", outport or non-loading port rates apply only on the same rate basis as cargo is freighted. When cargo is freighted on a rate basis for which there is no equivalent outport or non-loading port rate, then: if cargo is freighted on an EA or per container basis (PC,AC,DF,FB,FR,GC,HH,IN,OT,PL,RF,TK,TL, or VR) then assess the outport or non-loading port rate on the basis of 1000 kgs. if cargo is freighted on an LS or MBM basis, then assess the outport or non-loading port rate on the basis of 1000 kgs or 1 cubic meter whichever produces the greater charge. if cargo is freighted on an AV basis, then the outport or non-loading port arbitrary is 1.25% over the base or loading port AV rate. E.When cargo moves under a rate that is subject to a minimum weight or measure requirement, the same minimum applies to the outport or non-loading port arbitraries expressed on that rate basis. F.Dangerous or Hazardous Cargo As an exception to Rule 16, shipments of Hay and Cotton are subject to the non-refrigerated dry cargo arbitraries, instead of the dangerous/hazardous arbitraries.
