Except as otherwise specifically provided for in individual
rate items, rates based on the tender of two or more
containers or a minimum quantity which requires the use
of two or more containers shall be subject to the following
conditions:

1. Shipments must be tendered at one origin from one
   shipper to one destination.

   Containers or cargo tendered at other points or ports
   of origin or to other points or ports of destination
   may not be counted in determining the minimum quantity
   tendered.

2. If more than one Bill of Lading is issued, the name of
   the shipper on each Bill of Lading must be identical.

3. Where more than one Bill of Lading is issued, in
   accordance with Rule No. 11.030, each such Bill of Lading
   shall be cross-referenced to all other Bills of Lading
   covering the same shipment to ensure that the minimum
   container requirement or minimum quantity is met.
