Where a commodity item specifies a freight rate in the form
of an Ad Valorem charge, such Ad Valorem rate must be
assessed whether or not shipper elects to show the value on
the Bill of Lading.  If the value is shown on the Bill of
Lading, the cargo will be subject to an additional Ad
Valorem charge as specified in Rule 12-010.
