1. The rules, regulations, and rates in this tariff apply
   to all transshipment arrangements between the
   publishing carrier and the participating connecting or
   feeder carrier.  Every participating connecting or
   feeder carrier which is a party to transshipment
   arrangements, has agreed to observe the rules,
   regulations, rates, and routings established herein as
   evidenced by a connecting carrier agreement between the
   parties.

2. Rates in this tariff apply from origin base ports to
   destination base ports specified in Rule 1, in both
   direct and transshipment service.  If the origin or
   destination of the cargo is not a base port, then the
   shipment may be subject to additional outport and/or
   non-loading charges and arbitraries contained in Rule
   10.
