RULE: 2.02D - MEASUREMENT (M) RATE BASIS Eff: 05MAR1999

Effective 05MAR1999
Filed 03FEB1999
Filing Codes I

Except as otherwise specified in this rule, the three
greatest outside dimensions (length, width and height)
of the package or piece are to be multiplied together
to produce the cube of one package or piece in cubic
meters rounded off to three places beyond the decimal.
This calculation, when applied to non-rectangular shapes,
will result in the cube of the rectangular container in
which the package or piece would fit.

1. Rounding-off Dimensions

   a. All fractions UNDER one-half centimeter are to be
       dropped.

   b. All fractions OVER one-half centimeter are extended
       to the next full centimeter.

2. In the case of a single package, the decimals of the
cube are to be rounded off at the second decimal, i.e.
if the third decimal is below 5, the second decimal
remains unaltered; if the third decimal is 5 or higher,
the second decimal is to be adjusted upwards.

3. In the case of multiple packages of like dimensions,
the cube on one package is to be multiplied by the
number of packages and the total cube is then to be
rounded off to two under the foregoing procedure.

4. Where fractions of exactly one-half (1/2) occur on two
dimensions, the one on the small dimension shall be
extended to the next full unit and the other dropped.

5. Where fractions of exactly one-half (1/2) occur on
three dimensions, those on the largest and smallest
dimensions shall be extended to the next full unit
   and the other dropped.

   EXCEPTIONS:

Assessed on freight for Jute Manufacturing

All Jute manufacturers, on which the rate basis is
   measurement, should be measured prior to shipment;
however, in those cases where such measurement is
impossible, the following method is to be unitized
   in assessing freight:

   a. Cargo shipped in pressed bales:

Freight shall be assessed on mills specifications plus
three percent (3%) to allow for normal expansion. The
items covered under this rule are Burlap, in bales,
Jutt butts and cuttings, Jute bagging for cotton bale
covering only. Jute scrim (7 oz. 40" and lighter in
      weight) and Jute-Hubbi-Jubi.

   b. Jute Manufactures not pressed

Freight shall be assessed on mills specifications
only. The items covered by this rule are Jute twist,
      Jute yarn and Jute webbing.

   c. Jute Manufactures in rolls

Including burlap in rolls, jute cloth in rolls, jute
mesh in rolls and jute backing or jute meash for floor
covering in rolls shall be assessed freight on the
basis of the gross weight of the package.
