1. DESCRIPTIONS

   Specific descriptions take precedence over general
   descriptions in the determination of applicable rates.

   See also Rule 2-050.

2. PORTS

   Rates to specific ports take precedence over rates to
   base port location groups, regardless of whether
   origin is specific port or base port location group.

   To identical destinations, rates from specific ports
   take precedence over rates from origin port location
   groups.

3. RATES

   Where there are two or more rates subject to different
   rates bases or minimum quantity requirements between the
   same origin and destination, the rate which produces
   the lowest charge for the quantity of cargo tendered
   for shipment will apply.  For the purposes of this
   section, a rate basis which is subject to a minimum
   weight, volume or count requirement will be considered
   as the same basis as a per container rate.
