For both shipper and carrier packed containers.

When a shipper requests exclusive use of a container the
cargo will be rated on the following basis:

1. The applicable tariff rate subject to a minimum of
   85% of the total weight capacity of the container for
   cargo rated on a weight or package basis and 85% of
   the inside cubic capacity of the container for cargo
   rated on a measurement basis.  However, when the
   cubic capacity of the container has been utilized to
   the extent that no additional packages may be packed
   in the container, the applicable tariff rate will apply.

2. The rate for the highest rated commodity in the
   container will be used to calculate the difference
   between the minimum specified above and the actual
   combined weight or measurement of shipment.
