Applicable only when specifically referenced in individual
rate tariff line items.

Rates referring to this rule will apply when shipped by
voluntary relief agencies registered and approved by the
advisory committee on voluntary aid of the Agency for
International Development.  Bills of Lading shall stipulate
"Goods are for charitable purposes - not for resale -
donated by (U.S.A. or Canada)".  Same rates will also
apply when shipped by U.S. or Canadian government Agencies.
