The rates, rules and charges (including destination
charges) applicable to a given shipment are those
published and in effect on the date the cargo is received
by the carrier or its agent (including inland carrier) at
the place of receipt specified on the Bill of Lading.  A
shipment shall not be considered as "Received" until the
full Bill of Lading quantity has been received.

In all cases, the date and time the shipment was actually
received by the carrier will govern the determination of
the applicable rate.
