Unless otherwise specified in individual tariff items,
the minimum freight charge for each Bill of Lading is
as shown in Sub-Rule 010.

All other charges and surcharges expressed as a percentage
of freight charges will be assessed on the minimum freight
charges listed below.

All other charges and surcharges expressed on a specific
rate basis will be assessed on a minimum of one ton as
freighted.  When cargo is freighted on a basis for which
the surcharge has no equivalent basis (EA, PC etc.), then
the minimum charge and/or surcharge per Bill of Lading will
be assessed on the basis of 1000 kgs or 1 cubic meter,
whichever produces the greater charge.
