When freight and charges are prepaid in U.S. locations,
such payment must be made either:

a. not later than the time of release of any original
   Bill of Lading by the carrier to the shipper, shipper's
   duly authorized licensed freight forwarder, or agent
   acting in shipper's behalf.

b. in conformance with the credit terms and provisions
   in Rule No. 7.030.
